Why Dubai Is Still the World's #1 Destination for Millionaire Migration

For three consecutive years, the UAE has led the world in net millionaire inflows. In 2024, 6,700 millionaires chose Dubai as their new home — more than any other country on earth, according to the Henley Private Wealth Migration Report 2024. Behind that headline is a combination of policy, lifestyle, and financial advantage that no other city has been able to replicate.

Zero Tax — and It Is Not Going Away

Dubai offers zero personal income tax, zero capital gains tax, and zero inheritance tax. While the UAE introduced a corporate tax in 2023 on business profits above AED 375,000, most high-net-worth individuals remain insulated through proper structuring and Freezone exemptions. According to The Key Advisory (April 2026), for a European earning 500,000 euros annually, the tax saving alone can exceed 200,000 euros per year.

The Golden Visa: Residency Through Real Estate

The UAE Golden Visa grants 10-year renewable residency to property investors purchasing a minimum AED 2 million (approximately USD 545,000). A 2-year visa is available from AED 750,000. Both include spouses and dependent children. Dubai issued 158,000 Golden Visas across all categories in 2023 — nearly double the 79,617 issued the prior year (Khaleej Times). The visa is self-sponsored, requires no employer, and allows holders to spend extended time outside the UAE without losing residency status.

The Property Market Reflects the Migration Trend

Dubai's HNWI population has grown 102% over the past decade, according to Julius Baer. The Julius Baer Global Wealth and Lifestyle Report 2025 ranks Dubai seventh globally for cost of living — well ahead of London, Monaco, and Zurich — while offering more than double the prime residential space per dollar compared to London. Residential property prices surged 17.4% in recent cycles. Prime areas favoured by millionaire migrants include Palm Jumeirah, Dubai Hills Estate, Downtown Dubai, and DIFC.

The Exodus From Elsewhere

Every millionaire arriving in Dubai comes from somewhere. The UK is forecast to lose 16,500 millionaires in 2025 — the largest net outflow ever recorded — driven by the closure of the Tier 1 investor visa and non-dom tax reforms (Gulf Business, 2025). France, Germany, and Australia are also experiencing significant outflows. Dubai is capturing a disproportionate share of this global wealth in motion.
